Odd Chinese Email Spam

I just got this odd email at my chongqed email. There are no URLs so I have no idea what it is. Is this spam or a wiki spammer complaining? Can anyone give a rought translation if its not just normal email spam?

Thanks. With no URL it is an odd spam. I tried your encoder and then translating it, but I used some other service than Bablefish. Apparently it wasn't a good one. All it translated was "billion". That gave me a hint that it was spam but I was still not sure. – Joe - 2004-11-05 19:10 UTC

Interesting phone number. 0208 is the outer London prefix. Contact a Zhang Dingye there… but the it looks like its saying this an external company for handling the accounts or something – Halz - 2004-11-08 10:19 UTC
